Yes, I have assisted foreigner-couples to divorce in China. Generally speaking whether they have a chance to divorce in China depends on whether Chinese courts have jurisdiction.
Chinese courts could accept the case if at least one spouse has habitual residence in China for at least one year at the county/district of the court having jurisdiction of the case.
Remark:
1. Even if the marriage was registered with a Chinese marriage authority, it does not mean that Chinese courts could accept divorce cases of two foreigners.
2. Even if the two foreigners reach agreement on divorce, they can not divorce at the marriage registry because Chinese marriage registries generally handle divorce registrations only for Chinese citizens, or at least one spouse is a Chinese citizen.
